I don't know much about Madeleine Carroll, never having seen one of her films. However, I remember reading somewhere that she was beautiful to the max, although in her still photos she doesn't look a whole lot different from many other 1930s pretty faces.
Commercial tooth powders are still out there, but there are also tons of recipes for homemade tooth powder to be found on the 'net. I'd try that before I'd pay for it.
